Skype does not bundle all languages with the standard install file and the .lang files are sometimes hard to find on the web and not everyone has hosting capabilities. This is a free repository for files that have been translated by volunteers so users can download and install them.
For Windows, on the navigation bar above, click on FILES and browse to the language you’re looking for. Save it onto your hard drive, then in Skype go to Tools » Change language » Load language file and load the file. That’s it!
